February 9, 2015 – Winnipeg, Manitoba – Department of Finance

On behalf of Finance Minister Joe Oliver, the Honourable Shelly Glover, Minister of Canadian Heritage and Official Languages and Member of Parliament for Saint Boniface, today announced a P3 Canada Fund investment towards the Capital Integration Project (CIP) in Winnipeg. Minister Glover was joined at the event by Brian Bowman, Mayor of Winnipeg, and the Honourable Kevin Chief, Minister of Jobs and the Economy for the Government of Manitoba.

The project includes the Southwest Transitway (Stage 2) and the Pembina Highway Underpass project. Through the P3 Canada Fund, the federal government will contribute up to $137.3 million to the Southwest Transitway (Stage 2) component of the project, while the Province of Manitoba and the City of Winnipeg will each contribute $225 million. Once the route is opened, transit reliability and travel times will be improved, and congestion on local roads will be reduced.

Quick Facts

  • The project includes extending Winnipeg’s Bus Rapid Transit system by 7.6 kilometres, adding 10 transit stations, 2 park-and-ride facilities, 2 transitway bridges, an overpass, an underpass and a tunnel.
  • It will deliver direct economic benefits to Winnipeg by creating high-quality jobs.
  • By entering into a long-term P3 agreement, the City of Winnipeg will transfer significant risks over the lifecycle of the project to the private sector, allowing the City to realize greater value for taxpayers’ dollars.
  • The $2.5-billion P3 Canada Fund is managed by PPP Canada, a Crown corporation responsible for advancing Canadian P3s through the provision of expert advice and support to all levels of government.

“The Winnipeg Capital Integration Project is an excellent example of an innovative approach to the delivery of public infrastructure. We know that P3s can provide on-time and on-budget delivery of public assets, and bring savings to taxpayers over the long run. Our Government is proud to support the City of Winnipeg by contributing up to $137.3 million through the P3 Canada Fund for this very important project.”

- The Honourable Shelly Glover, Minister of Canadian Heritage and Official Languages

“Our growing city needs a modern, efficient public transit system to make it easier to get to work, school or the world-class shopping and entertainment options across Winnipeg. That’s why we are investing in Phase 2 of Rapid Transit, and that’s why we have the most generous transit funding agreement in Canada protected by legislation.”

- The Honourable Kevin Chief, Minister of Jobs and the Economy for the Government of Manitoba

“As Mayor, I’ve committed to the completion of Stage 2 of the Southwest Transitway, to move forward with a more modern public transit network that will drive our economy and serve a growing, thriving city. I’m pleased that, with the support of City Council, PPP Canada and the provincial government, Stage 2 of the Southwest corridor and the expansion of the Jubilee Underpass are important infrastructure projects that will serve Winnipeggers for years to come.”

- Brian Bowman, Mayor of Winnipeg
