Minister of Finance Jim Flaherty will table the Economic Action Plan 2013 in the House of Commons on Thursday, March 21, 2013, at approximately 4:00 p.m.

The media lock-up will start at 9:30 a.m. The lock-up will be held at the Government Conference Centre, 2 Rideau Street in Ottawa, until the Minister tables the budget in the House of Commons at approximately 4:00 p.m.

Embargo Procedures

Economic Action Plan 2013 material will be made available at 9:30 a.m. A security sweep of the Government Conference Centre will begin at 8:00 a.m. Everyone will be required to leave the hall for the duration of the security sweep.

All Economic Action plan 2013 materials will be under embargo until released by the designated Department of Finance official, following the tabling of the Economic Action Plan 2013 at approximately 4:00 p.m.

Once the lock-up has commenced, no one will be allowed to leave the room or contact their office until the embargo is lifted.

Journalists will be required to sign an undertaking to respect the release arrangements and not to remove, release or communicate documents, materials or information, or other records of any nature whatsoever, to anyone in any manner (including the use of wireless communication devices such as wireless microphones, wireless modems and air cards, wireless keyboards and printers, cellular phones, and smartphones) until they are released from embargo.

The undertaking stipulates that they must be turned in at the entrance to the lock-up. Department of Finance officials will hold them until the embargo is lifted.

The Department of Finance, with the agreement of the Press Gallery Executive, reserves the right to refuse access to any future Department of Finance embargoed releases to anyone and/or their organization breaching the terms of the undertaking.


Laptops, notebooks, tablets (7” or 17.5 cm and larger, with no phone functionality) and other portable computers. However, media will be responsible for switching these devices to “airplane mode” with all radio (receiving or transmitting) and internal built-in wireless functionalities disabled. Those who fail to do so will be requested to turn in their computer/tablet.

Wireless communication devices including cellular phones, BlackBerry units, smartphones, wireless keyboards and printers, two-way radios, personal digital assistants, and/or any other removable wireless communication devices including modems, air cards, mobile hotspots, and wireless microphones.







Budget Documents

A single copy of the Economic Action Plan 2013 documents will be provided free of charge in the lock-up only to those who need them (i.e., reporters, producers).

In addition, a limited number of USB keys containing Economic Action Plan 2013 documents will be available.

Organizations wishing to purchase additional printed copies of the Economic Action Plan 2013 must place their order in advance with the Publishing and Depository Services of Public Works and Government Services Canada at 613-941-5995 or 1-800-635-7943. No orders will be accepted on Budget Day.

Space Allocation and Equipment Set-Up

Space at the Government Conference Centre will be allocated on a first-come, first-served basis.

Set-up of equipment and lines will take place from 12:00 p.m. (noon) to 8:00 p.m. on Wednesday, March 20, and will start again at 6:30 a.m. on Thursday, March 21.

All equipment installations and testing must be completed by 8:00 a.m. on Budget Day, Thursday, March 21, at which time the briefing area will be cleared for a security sweep.

Please note that space at the Government Conference Centre will be available until 8:00 p.m. on Budget Day, at which time media organizations present will need to vacate the premises.

Organizations wishing to make arrangements for telephone and data lines, as well as other technical applications, should contact Bell Canada by e-mail at, or Rogers Communications by e-mail at, no later than Monday, March 18.

Media required to file urgently upon embargo release are advised to purchase high-speed Internet service. (Please note that only non-wireless modems will be supplied.) Equipment should be delivered directly to media to provide to technicians.


Prior to the tabling of the Economic Action Plan 2013, special security buses will be available to transport, to the designated entrance door of the Centre Block and to the corner of Sparks and O’Connor Streets, only those journalists who must be at their working positions on Parliament Hill or in their broadcast studios when the speech begins in the House of Commons. Authorizations to board these special buses will be issued and regulated by the Press Gallery. Passengers will also be required to sign a second undertaking in advance.

Journalists will be authorized to leave the buses when signalled by the designated Department of Finance official, but the embargo will remain in force until it is lifted for all journalists. This means that no budget information may be communicated by any means whatsoever until the embargo is lifted.

Meals and Refreshments

Members of the media may purchase their lunch and refreshments from a special canteen located in the lock-up area (cash payment only). No outside food delivery is permitted.

Government of Canada Officials

Government of Canada officials, including ministerial staff, will be on hand at the media lock-up to provide information on a background, not for attribution basis only. Audio recording, or video recording with audio, of these briefings for the purpose of broadcast is strictly prohibited.

Reactions from third-party interest groups

Representatives of third-party interest groups will be available to the media in the Railway Committee Room (Room 253-D), located in the Centre Block of Parliament Hill following the tabling of the Economic Action Plan 2013 around 4:00 p.m. Media representatives wishing to interview these stakeholders will need to acquire proper Parliament Hill accreditation.
