The Honourable Jim Flaherty, Minister of Finance, today announced the appointment of Richard Clark Byers to a three-year term on the Board of Directors of PPP Canada.

Mr. Byers is the Executive Vice President of Borealis Infrastructure, the infrastructure investment arm of the Ontario Municipal Employees Retirement System (OMERS), one of Canada’s leading pension funds.

“I am very pleased to appoint Richard Byers to the Board of Directors of PPP Canada. His extensive experience in infrastructure development, privatization and public-private partnerships (P3s) will be an asset to the board,” said Minister Flaherty. “The Government believes that P3s will continue to be successful in leveraging private sector capital and expertise, and will complement public sector efforts to improve our country’s infrastructure.”

PPP Canada is a Crown corporation that was established to work with the public and private sector to support P3s and to encourage the further development of Canada’s P3 market.

Richard Clark Byers

Richard Clark Byers is currently the Executive Vice President of Borealis Infrastructure, a transaction and asset management team which undertakes new investments and manages infrastructure assets for the Ontario Municipal Employees Retirement System (OMERS). Between 1991 and 2007 Mr. Byers was at BMO Capital Markets, where from 1998 to 2007 he was the group head of government investment banking.

Mr. Byers has served as a director on various boards and is currently a director of the Canadian Council for Public-Private Partnerships, Links2Care and Trinity College School. 

Mr. Byers holds a Bachelor of Commerce degree from the University of Toronto, an MBA from the University of Ottawa, and he received his Chartered Accountant designation in 1986.
