The Honourable Jim Flaherty, Minister of Finance, announced today three appointments to the Board of Directors of the Bank of Canada.

Douglas Emsley, Jock Finlayson and David Laidley take their positions on the Board effective immediately.

Mr. Emsley is a senior executive with 25 years of business experience in the energy, security and agricultural sectors.

Mr. Finlayson is Executive Vice President of Policy at the Business Council of British Columbia, with 28 years of experience in executive, policy and research roles.

Mr. Laidley is Chairman Emeritus of Deloitte & Touche LLP (Canada), with 40 years of experience as a tax practitioner and advisor.

The Bank of Canada is Canada's central bank. Its responsibilities focus on the goals of low and stable inflation, a safe and secure currency, financial stability, and the efficient management of government funds and public debt.

Biographical Notes

Douglas Emsley

of Regina, Saskatchewan, is Chairman and President of the Agriculture Development Corporation, a farmland ownership and management company. He is also Chairman and CEO of Security Resource Group Inc., a private investigation and security company, and President and Founder of SabreWest Oil & Gas Ltd. Previously, he served as Assistant Principal Secretary to the Premier of Saskatchewan and Chief of Staff to the Saskatchewan Minister of Energy and Mines. He is also a Director of the Institute for Research on Public Policy and a Director of Royal Utilities Income Fund, a Toronto Stock Exchange company.

Jock Finlayson

of Vancouver, British Columbia, is Executive Vice President of Policy at the Business Council of British Columbia. From 1990 to 1994, he served as Vice President of Research at the Canadian Council of Chief Executives in Ottawa. He has also worked as a senior associate with Environics Research Group. Educated at the University of British Columbia, Yale University and the University of London, Mr. Finlayson is a Board Member of the Canada West Foundation and the BC Innovation Council.

David Laidley

of Montréal, Quebec, is Chairman Emeritus of Deloitte & Touche LLP (Canada). A chartered accountant, he has enjoyed a distinguished career spanning 40 years with Canada's largest professional services firm, with specialization in its tax and audit practices, culminating in his election as Chairman in 2000, in which capacity he served until 2006. From a client standpoint, Mr. Laidley has worked with a broad cross-section of Canada's most prominent organizations in the private and public sectors. He currently serves on the Boards of The Fraser Institute, the Institute of Corporate Directors, the John Dobson Foundation, the Lester B. Pearson College of the Pacific, and the Desautels Faculty of Management of McGill University (where he is Chairman). Previously, he served on the Boards of a wide range of not-for-profit organizations in Canada.
