Federal Initiatives in Support of Post-Secondary Education, Public Transit and Affordable Housing (C-48)
In 2006, the Government established five third-party trusts to provide $3.3 billion in federal financial support to help provinces and territories deal with immediate pressures in post-secondary education, housing and public transit. Provinces and territories had the flexibility to draw down funds as they require up to end of the lifespan of each individual trust.
- $1 billion for post-secondary education infrastructure to support investments to promote innovation and accessibility, including investments in university and college infrastructure and equipment. Funding was notionally allocated over two years (2006-07 and 2007-08) on an equal per capita basis among provinces and territories.
- $900 million for public transit capital in support of capital investments in public transit infrastructure both as a means to reduce traffic congestion and to reduce carbon dioxide and other emissions in order to contribute to Canada's climate change and environmental goals. Funding was notionally allocated over three years (2006-07 to 2008-09) on an equal per capita basis among provinces and territories.
- $800 million for affordable housing to help address short-term pressures with regard to the supply of affordable housing. Funding was notionally allocated over three years (2006-07 to 2008-09) on an equal per capita basis among provinces and territories.
- $300 million for Northern housing to help meet short-term pressures with regard to the supply of affordable housing in the North. Funding was notionally allocated over three years (2006-07 to 2008-09) among the three territories as follows: $50 million each for the Yukon, the Northwest Territories and Nunavut, plus an additional $150 million for urgent needs in Nunavut.
- $300 million for off-reserve Aboriginal housing to help provinces address short-term housing needs for Aboriginal Canadians living off-reserve. Funding was notionally allocated over three years (2006-07 to 2008-09) among provinces based on the provincial share of the Aboriginal population living off-reserve.
