Bell Canada is writing in response to the Government's invitation, in Annex 6 to its budget documents, for comments on allowing financial institutions to electronically process cheque images in place of paper cheques.
Bell Canada is Canada's national leader in communications providing connectivity to residential and business customers through wired and wireless voice and data communications, local and long distance phone services, high speed and wireless Internet access, IP-broadband services, e-business solutions and digital television services. On an annual basis, Bell Canada receives close to 30 million cheques from customers and issues approximately 600,000 cheques to individuals and businesses, making it one of the largest cheque processing/issuing operations in Canada.
We have reviewed the proposal by the CPA for the modernization of the cheque clearing process through image technology and are of the view that it has significant advantages over the current cheque clearing process. Specifically, it will benefit Bell Canada in the following ways:
- Enable new services that are more convenient and efficient;
- Promote a faster and more efficient process for reconciling accounts;
- Deliver faster notification of returned items;
- Allow quick access to images will help in the detection of attempted fraud; and
- Provide immediate access to electronic images in the case of an inquiry.
In summary, Bell Canada supports the CPA's recommendations for amendments to the Bills of Exchange Act to facilitate a modernization of the cheque clearing process.
